MMA Seeks Contractors for New Landmark Office Complex in Hulhumalé

The Maldives Monetary Authority (MMA) has invited expressions of interest from qualified contractors for the design and construction of its new office complex in Hulhumalé under a contractor-financing arrangement.

The proposed landmark development will be constructed on sites with a combined area of approximately 8,064 square metres.

Interested companies must submit a comprehensive company profile, proof of registration and evidence of their financial capacity. This must include a banker’s reference and management accounts covering the past three years. Applicants are also required to submit their proposed financing structure.

Bidders must provide photographs and details of successfully completed projects of a similar scope. Supporting documents should include work-completion letters for comparable contracts undertaken elsewhere.

To qualify, applicants must also demonstrate that they have successfully executed, within the past five years, a single contract of similar scope and complexity valued at approximately USD 150 million to USD 200 million.

Expressions of interest must be emailed to procurement@mma.gov.mv by 11:00 a.m. Maldives time on October 6, 2026.

The email subject must read: “Expression of Interest (EOI) for Design & Build of MMA New Office Building under Contractor Finance (IL/2026/16166).”

The MMA stressed that the announcement is not an invitation to tender and does not create any binding obligation on the authority.

A formal tender process will be conducted for bidders shortlisted and assessed as capable of executing the project. All applicants will be notified of the outcome, while only shortlisted bidders will receive the formal Request for Proposals.
