Fuvahmulah City Local Authority Company Limited (FLAC) has invited local and international investors to express interest in developing and operating a bottled drinking water and non-alcoholic packaged beverage manufacturing facility in Fuvahmulah under a Design-Build-Finance-Operate (DBFO) model.
The invitation marks the first stage of a two-stage procurement process, with shortlisted applicants to be invited to submit detailed technical and commercial proposals during the Request for Proposal (RFP) stage.
According to FLAC, the proposed facility will manufacture bottled drinking water and non-alcoholic packaged beverages approved by the Maldives Food and Drug Authority (MFDA). The project is expected to serve the Fuvahmulah market while supplying other domestic markets and, where commercially viable, export markets.
The company is seeking investors and consortiums with proven experience in beverage manufacturing, bottled water production, water treatment, food-grade processing or comparable industrial operations, supported by the financial capacity to undertake the investment.
The project scope includes the design, construction, financing and operation of a modern manufacturing facility, incorporating water treatment, bottling, packaging, storage and distribution systems, while maintaining food safety and environmental standards. FLAC also expects the project to contribute to local employment, skills development and supplier participation.
Interested parties may submit clarification requests to lac@fuvahmulah.gov.mv until 30 July 2026. Expressions of Interest must be submitted electronically by 20 August 2026, with FLAC noting that late submissions may not be considered.
FLAC emphasized that the Expression of Interest process is intended to identify qualified investors and does not constitute a contract award or legally binding commitment. Any subsequent award will be subject to evaluation, negotiations and the completion of regulatory approvals.
