Government Opens Bidding for 15 Resort Development Opportunities Across Maldives

The Government has opened bidding for 15 tourism development opportunities across the Maldives, inviting both local and foreign investors to develop resorts on islands and lagoon plots in five atolls.

The Ministry of Tourism and Civil Aviation announced the opportunities on Sunday, including the development of Nalandhoo in Shaviyani Atoll and Farumuli in Noonu Atoll, three locations designated for development under a Halal Tourism model, and 10 lagoon plots in Haa Alif, Haa Dhaalu and Shaviyani atolls.

Under the first announcement, investors have been invited to bid for the lease, development, operation and management of Nalandhoo in Shaviyani Atoll. Bids for the project are scheduled to close at 11:00 hrs on 23 November 2026. Bid documents will be available for purchase from 9 August until 22 November.

The Ministry has also invited bids for the development of Farumuli in Noonu Atoll, with the submission deadline set for 09:00 hrs on 17 November 2026. Bid documents for the island will remain available for purchase until 16 November.

Three additional tourism development opportunities have been announced under a Halal Tourism model. These include a 200-hectare lagoon plot at Makunudhoo Faru in Haa Dhaalu Atoll, Fonagaadhoo in Laamu Atoll and Dhonhera in Seenu Atoll.

The Makunudhoo Faru lagoon plot is proposed to accommodate a minimum of 150 tourist beds, while the projects in Laamu and Seenu atolls are proposed to have at least 100 beds each. Reclamation will be permitted for the locations offered under the Halal Tourism model. The deadline for bids is 09:00 hrs on 18 November 2026.

In a separate tender, the Ministry has offered 10 lagoon plots for resort development in Haa Alif, Haa Dhaalu and Shaviyani atolls. The locations comprise three plots at Maadhuni Faru in Haa Alif Atoll, one plot at Makunudhoo Faru and three plots at Maafaru in Haa Dhaalu Atoll, and three plots at Gonaa Faru in Shaviyani Atoll.

Bids for the 10 lagoon plots are due by 11:00 hrs on 18 November 2026. Bid documents for both the lagoon plot tender and the Halal Tourism projects will be available for purchase until 17 November.

The Ministry will hold virtual information sessions through Microsoft Teams in September and October for investors interested in the projects. Participants are required to register in advance by emailing leasing@tourism.gov.mv with their name, email address and telephone number.

The bid documents became available for purchase on 9 August and can be obtained between 09:00 and 13:00 hrs on working days, excluding government holidays. Completed application forms for purchasing the documents are also required to be submitted to the Ministry by email.
