National Exchange Limited will support the State’s financing requirements and contribute to the expansion of Islamic finance in the Maldives

President Dr Mohamed Muizzu has established National Exchange Limited, a wholly state-owned company tasked with developing and operating a government-backed secondary securities market in the Maldives.
The company was established today under Presidential Decree No. 16/2026, pursuant to Section 15 of the Companies Act (Act No. 7/2023).
National Exchange Limited will support the State’s financing requirements and contribute to the expansion of Islamic finance in the Maldives. Its primary objectives include advancing the country’s capital market on behalf of the Government, strengthening market integrity and transparency, and establishing modern securities exchanges and trading facilities.
The company’s mandate covers facilitating the issuance, listing and trading of government securities, Shari’ah-compliant Sukuk and other financial instruments. It will also provide post-trade services, including central securities depository, clearing and settlement functions.
Through collaboration with domestic and international financial institutions, National Exchange Limited will seek to build a resilient and sustainable financial market in the Maldives.
