Mohamed Muizzu has amended and re-enacted Presidential Decree No. 2025/6,
significantly raising the minimum expenditure for projects aimed at
safeguarding the nation’s sovereignty. The new decree, publicized on April 1,
2025, increases the threshold from USD 15 million to USD 100 million.
The amendment
revises Article 13 of the original decree, which outlines priority investment
projects undertaken in the public interest under specific economic and social
policies. This decision follows an earlier amendment made on March 21, 2025,
and underscores the administration’s focus on large-scale developmental
initiatives.
The revised
decree identifies key projects that align with the government’s strategic
economic policies and specifies required financial commitments. Among these
projects are the Asseyri tourism project in L. Gan and Addu City, the ‘Hope
Island’ project in K. Giraavaru lagoon, and the Central Prison Complex, also in
K. Giraavaru lagoon.
For the ‘Hope
Island’ project, 15 hectares of land will be reclaimed in K. Giraavaru lagoon,
while an additional 30 hectares will be reclaimed for the construction of the
Central Prison Complex. These projects are expected to have significant
implications for economic development, tourism, and national security.
The government’s
decision to increase the investment threshold reflects a broader strategy to
attract substantial funding and ensure that sovereignty-related projects align
with long-term national interests. The amendments signal a shift towards
larger-scale, high-impact investments as part of the administration’s vision
for economic growth and security enhancement.
